The diversity immigrant visa lottery is meant for the inhabitants of those nations which show low rates of U.S. Immigration. With the intention of preventing illegal migration to the United States, a multi year plan named the SBI (Secure Border Initiative) was put forth by DHS (Department of Homeland Security) in the last quarter of 2005.
